How to Uninstall 7Save Completely And Permanently Out of My Computer?

"I got online and noticed all of these ads showing up here and there. I checked my add-on in chrome and found 7Save installed. I removed it and then went to the programs and features deleted the corresponding programs at once. Upon restart, the junk came back, so were the pop-ups. The issue persists, any help?"
